I am sorry I am not sure on the length but I bought it for my 2 year old grand daughter and the skirt length was just below her knees, she is average size, but It has been worn constantly and washes and wears really well

Yes, it came with the necklace and a hair slide. The dress has been worn and washed constantly for months and is still like new!

I took it to be the height of the child . Purchased for my 2 year-old Grandaughter who is tall for her age. I ordered the age 3-4 dress which was just right. It allowed some growing room without being too big for her. Hope this helps.
